I have no funds to send him to

but I an willing to send him to Saigon by next

- French mail on the 30th of this month.

'I would have done to long ago

if he had proved his nationality so that his hospital

expenses' would have been much smaller.

If you send me his bill from

April 19th to July 30th, I shall try to induce the

'Ministre des Affaires Etrangeres to settle it.
